How Does the UST/AST Installation Process Work?

The expert engineers, project managers, and Certified Installers at TEC follow a time-tested process of installing underground or aboveground storage tanks. Every job site is unique, and your project may require less or more work. Here is a sample 31-step proposal for a below-ground UST removal and installation project. 

Preliminary Work: 

  1. Coordinate and schedule start date with owner/owner’s representative.
  2. Provide product submittal data as required.
  3. Mobilize on-site, layout, secure work areas, and staging/stockpile location.
  4. Provide 30-day notification before UST removal/installation work to the D.C. Department of Energy and the Environment (DOEE).
  5. Notify Miss Utility locate service and perform a private utility locate as well as air knife/test pitting to positively locate duct bank and other features in the excavation/shoring zone.

Tank Removal:

  1. Install erosion & sediment control measures.
  2. Receive owner-furnished temporary tank set in a designated location, and conduct manufacturer-recommended testing of primary and interstitial spaces.
  3. Install owner-furnished tank accessories (spill and overfill protection, level probe, level gauge, vents, etc.).
  4. Furnish and install single-wall, carbon steel, welded fuel oil supply and return piping from the temporary tank to the existing pump in the boiler plant.
  5. Transfer up to 18,000 gallons of fuel from the UST to the temporary tank and start up with KCC and owner assistance to operate boilers.
  6. Pump out residual waste fuel from USTs and dispose at an approved facility and clean tanks.
  7. Demolish concrete over the existing tanks (including bollards) and dispose of them.
  8. Install piles for shoring and excavate to the top of tanks.
  9. Disconnect tank top accessories and existing piping, remove, and dispose.
  10. Excavate to remove tanks and install lagging as excavation proceeds.
  11. Remove USTs and make them available for DOEE inspection. Loadout and dispose.
  12. Retrieve and map soil sample locations from the excavation and piping trenches as directed by DOEE. Complete the chain of custody (COC) for the soil samples and deliver them to the lab for analysis.
  13. Clean out excavation, lay filter fabric and bed hole with manufacturer-approved pea stone, and set deadmen.
  14. Received and installed two (2) owner-furnished new 30,000-gallon double-wall steel USTs. Perform tightness test as required by manufacturer, chock and strap down the tanks.
  15. Backfill the excavation to the top of the tanks.

Installation:

  1. Install owner-furnished tank accessories, including tank sumps, spill and overfill protection, leak sensors, level probes, drop tubes, foot valves, etc.
  2. Install owner-furnished pump package, including strainers, valves, pump/motors, gauges, etc.
  3. Furnish and install double-contained fuel oil supply and return piping from UST sumps to pumps just inside the perimeter wall of the boiler plant adjacent to the USTs.
  4. Furnish and install double-contained vent pipe from tank sumps to the aboveground riser at the outside perimeter wall of the boiler plant.
  5. Backfill piping trenches and over the tanks to subgrade. Set manholes. Subgrade depth is to be coordinated with KCC or their concrete subcontractor.
  6. Install owner-furnished automatic tank gauging system for tank level monitoring and leak detection.
  7. Perform system start-up and conduct a 1-day owner training.
  8. Remove temporary piping and replace the second pump with the owner-furnished pump. Tie in as required.

Final Wrap-Up:

  1. Complete punch list and perform final clean-up of construction areas.
  2. Conduct final walkthrough with the owner/owner’s representative for project completion and acceptance.
  3. Provide owner/owner’s agent with closure documentation, including UST disposal certificates, petroleum liquids manifest and soil sample results, and system O&M/warranty data. Demobilize from site.
